Who can apply?
ICA accepts applications under three main categories.

For EP, S Pass, or EntrePass holders currently working in Singapore. The most common pathway — covers the vast majority of successful applications.

How ICA assesses your application
There is no points-based system — ICA uses a holistic framework. These factors matter most.
Economic contribution
High impact
Salary level, income tax paid, career trajectory, and strategic value of your profession to Singapore. Consistent salary growth over time is viewed positively.
Length of residency
High impact
Longer continuous stay in Singapore strengthens your case. Most advisers recommend 2–3 years minimum before applying. 24–36 months of tax history shows you're a reliable contributor.
Employment stability
High impact
A steady employment record matters. If you recently switched jobs, wait at least 12 months in your new role to demonstrate stability before applying.
Qualifications
Medium impact
Educational qualifications and professional certifications matter — though relevant work experience can compensate for lower academic credentials.
Family ties
Medium impact
Being married to or having children who are Singapore Citizens or PRs strengthens your application.
Community integration
Medium impact
Volunteering, professional memberships, and community involvement demonstrate commitment to Singapore. Even 6+ months of involvement is noted by ICA.

Application process
Submitted entirely online via the ICA e-PR portal using SingPass.

Prepare documents2–4 weeks
Gather payslips, tax assessments, employment letter, certificates. Non-English docs need professional translation and notarisation.

Submit via ICA e-PR portal1–2 hours
Login with SingPass. Submit all documents online. No physical submission needed. Sponsors must log in with their own SingPass for family-tied applications.

Wait for outcome4–18 months
Track status on the ICA e-PR portal. Status showing 'Pending' is completely normal. ICA may request additional documents — respond promptly.

In-Principle Approval (IPA)Upon approval
You'll receive an IPA letter. Complete enrolment formalities including biometrics within the validity period stated in the letter.

Collect PR identity card1–2 weeks after enrolment
You'll receive your blue Singapore IC (identity card). PR status is officially confirmed. CPF contributions begin from next payroll cycle.
What PR actually gets you

HDB resale flat eligibility
After 3 years of PR, you can buy HDB resale flats — far more affordable than private property. Cannot buy BTO flats.
3-year waiting period from PR grant date

CPF contributions
Both you and your employer contribute monthly to CPF — for housing, healthcare, and retirement savings. Graduated rates in year 1–2, full rates from year 3.
EP/S Pass holders currently get zero CPF

Subsidised healthcare
Access to public hospitals and MediShield Life. Can use CPF Medisave to offset medical bills. Lower rates than foreigners, though citizens still get higher subsidies.
Citizens get up to 80% subsidy in Class C wards vs ~50% for PRs

School priority & lower fees
Children get Tier 2 placement priority (ahead of international students). School fees significantly lower than for foreigners.
Citizens' children still get higher priority in balloting

Employer flexibility
Work for any employer without needing work pass sponsorship. No more pass renewals or job dependency.

Re-Entry Permit (REP)
Travel freely with a Re-Entry Permit valid up to 5 years. 180-day grace period upon return.
Must maintain REP to keep PR status while overseas

Better loan terms
Banks view PRs as lower-risk borrowers — better mortgage terms and loan eligibility compared to foreigners.

Pathway to citizenship
Eligible to apply for Singapore Citizenship after holding PR for at least 2 years, subject to ICA assessment.
