⚠ Many mid-career applicants assume the base threshold applies to them — it doesn't. A 40-year-old on S$5,600 will be rejected for EP. Always verify your exact threshold using MOM's Self-Assessment Tool (SAT) before negotiating your salary offer.
COMPASS — the EP points system
EP only · 40 pts to pass
Since September 2023, all EP applications must pass COMPASS. You need at least 40 points. Critically, C3 and C4 depend on your employer's profile — not just yours.
C1Salarymax 20 pts
How your salary compares to local PMET peers in the same sector and age band.
· 0 pts — below 65th percentile
· 10 pts — 65th to 90th percentile
· 20 pts — at or above 90th percentile
C2Qualificationsmax 20 pts
Based on your highest academic or professional qualification.
· 0 pts — no degree-equivalent
· 10 pts — degree from recognised institution
· 20 pts — degree from top-tier institution (MOM list)
C3Diversitymax 20 pts
Whether your nationality is already well-represented among the employer's PMET workforce.
· 0 pts — ≥25% same nationality as candidate
· 10 pts — 5% to 25% same nationality
· 20 pts — <5% same nationality
C4Local employmentmax 20 pts
Whether the employer hires and promotes local PMETs compared to industry peers.

Bonus points if the role is on MOM's Shortage Occupation List (SOL).

Bonus if employer participates in key government economic programmes (EDB, ESG, NTUC).

Exempt from COMPASS if:
· Monthly salary ≥ S$22,500
· Intra-corporate transferee under WTO/FTA
· Short-term EP (≤1 month)
Common COMPASS failure:
· Strong candidate, but employer's C3 scores 0 (too many of same nationality)
· Salary at floor but below 65th percentile for occupation
· C4 dragged down by employer's weak local hiring record
